American Red Cross Senior Advisor, Design, Monitoring, Evaluation & Learning * Remote opportunity in Washington, District Of Columbia
The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. The American Red Cross seeks a Monitoring & Evaluation (M&E) advisor to support the needs of programs aimed at global preparedness, international humanitarian law, and service to the armed forces. The M&E Advisor will work as part of the Design, Monitoring, Evaluation and Learning (MEL) team within the Quality, Data and Learning unit. S/he will report to the QDL Director. The NHQ MEL team serves to promote a culture of learning through the generation and use of quality data for decision-making and to strengthen organizational and staff capacity to manage effective monitoring and evaluation systems that enhance the Red Cross' ability to deliver high impact programming.
Support monitoring and evaluation approaches to assess progress against multi-year strategic initiatives while also tracking toward project-specific objectives and outputs
Develop standardized M&E resources for ARC's International Services Department (e.g. common monitoring and evaluation guidelines, manuals, indicators, etc.)
Develop global tools and research initiatives to enhance intervention design, approaches and data gathering processes and techniques
Provide technical support for program evaluations and surveys (review of TORs, methodologies, reports), including acting as an internal evaluator as needed
Provide coaching/mentoring support in data literacy and other key technical areas (data analysis, mobile data collection, etc.) to staff
Build the capacity of staff in M&E and support the development of our partner National Society's M&E capacity
Ensure integration of cross-cutting themes, such as gender equity and environmental protection, in M&E designs
Build upon industry and Red Cross experiences to improve consistency, quality and practicality of monitoring and evaluation strategies; promote lessons learned within international partner organizations.
Support proposal drafting by contributing to program design, logframes, monitoring and evaluation plans, budget, beneficiary counting approaches, etc.
Bachelor's degree required, Master's degree preferred in Monitoring and Evaluation or International Development or related discipline with expertise in research method.
At least 7 years' experience in international PVO/NGO monitoring and evaluation required, with long term and recovery programming preferred.
International field-level project implementation experience as well as higher level program quality assurance required, as is experience in an advisor/mentor/supervisory role.
Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is essential. Experiencing conducting data analysis using statistical software such as SPSS or R essential and ODK preferable.
Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required; training design and instruction preferred.
Proven track record in leading M&E portion of winning proposals to USG and other donors.
Language competencies a plus.
