American Red Cross Sr Associate – Response Systems Administrator in Fairfax, Virginia
The American Red Cross is currently seeking a Response Systems Administrator to join our Disaster Cycle Services team. This position operates in support of the Response Services Unit within Disaster Cycle Services. The Response Program provides doctrine, policy, and guidance that define and guide operational accomplishment of the response to events, and the provision of mass care services. This position coordinates across all elements of Response Services, and with other DCS business units to develop, maintain, and provide user support for information system applications and data management systems. As Response Services migrates into a more prolific information systems environment, the primary systems include the DAT-Dispatch and Operational Sheltering applications within RCView, and the National Shelter System (NSS). In addition, this position will represent Response Systems in the development and support of other DCS information systems to include: updates to and replacement of DSARS; replacement of the Case Management System and the development of additional RCView applications. This position will work in coordination with the staff of the DCS Business Infrastructure unit to manage Response Services data systems consistent with the DCS Data Strategy, and support a series of standard ad hoc Response Services data reports and queries. This position will help to organize systems administration and Tier 1 support to the field for Response Services systems. Position may require participation on relief operations either at NHQ or various locations as required. This position reports to and receives personnel development from the Senior Director of Response.
Coordinate with stakeholders within regions, field, NHQ, and units that support DCS on strategic planning and strategic execution of the Response systems, including the DAT Dispatch, Safe and well website, Shelter Operations in RC View and the National Sheltering System.
Serve as the Response representative on system project development teams relevant to response operations.
Convene internal and external working groups to determine and refine system contents, to include support in requirements building, development and implementation of new systems and enhancements to existing systems.
Ensure systems reflect and enhance Response programmatic processes.
Facilitate workshops between the Red Cross working groups and vendors for the purposes of matching business processes with system functionality, and the identification of needed doctrine, process or system changes to reflect the blending of exisitng business processes with the technology available in response systems.
Develop and execute internal and external communications plans for deployment of response systems or new functionality.
Liaise with the Training Department on the development of system trainings for new and exisiting response systems.
Lead the deployment of new response systems and enhancements to exisiting systems.
Administer user permissions and accounts on an ongoing basis for all response systems.
Manage reporting out of response systems to meet requirements for ongoing tracking of programmatic health and regional progress towards established goals and targets.
Provide subject matter expertise on respond systems to other DCS staff, users in the field and to partner agencies as needed.
Education: Bachelor's degree or equivalent combination of education and experience. Degree in emergency management, statistics, or organizational development preferred.
Experience: 2 years' experience in emergency management or disaster response, program management, strategic leadership and IT systems.
Skills and Abilities: Experience in program development, strategic planning & execution, IT systems, developing metrics and synthesizing data for continuous improvement. Individual must be customer service oriented, organized and able to operate and collaborate within a team orientation. Must also have the ability to communicate effectively both verbally and in writing to internal and external stakeholders, quickly learn and gain proficiency of the needs of all response programs in a fast paced and often unpredictable work environment.
Other Requirements: This position requires proficiency with data management and metric design. Additionally, experience with and an interest in the following specific areas of knowledge and skills are highly desirable:
Moderate to advanced knowledge of databases
Experience with data visualization tools
Experience with data quality, collection and reporting
Knowledge of Geographic Information Systems
Requires the ability to visit disaster locations including the ability to stand, walk and manipulate (lift, carry, move) light to medium weights up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential including sitting for long periods of time, driving a vehicle and working under challenging conditions.
Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout the Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during periods of major disaster. Should this occur, salary compensation would be given in accordance with the law.
